My first thought was latino.

Also, there's some sitar used in the instrumental, that's why it sounds a bit Middle Eastern.

I wish I knew the genre, I want to say pop with slight dancehall and reggae influences. All I know is, after all these years, it keeps reminding me of "Fallen angel" by Aimee B, the ending for Panty & Stocking.
