Seems like a poor decision on their part Yes, the Suwalki Gap is NATO territory. Assuming that Putin and his acolytes are acting and thinking rationally, Russia will never invade any member of NATO. That said, I remember some colonel that implied Russia can takeover the Baltics before NATO would be able to intervene (the optimism of this take is ridiculous, but then again they also though they would take Kyiv in less than a week). Well I am saying that I think there is logic and reasoning in Putin's mind. His actions may not not make sense from our perspective, but they do to him (he draws conclusions and courses of actions that he finds valid).
