Her band No Doubt was pretty well-known in the 90s, and when she went solo she became pretty big especially in 2003-2006. I remember when Gaga first came out with Just Dance there was a lot of talk and comparisons with Gwen. Gwen being "not as famous as Gaga" is a generational way of thinking: young people come into the world where there are already big superstars, so they usually relate more with the new acts I guess because they're just as new as them and couldn't witness the rise of the already solidified superstars (again, generational). She came from the proper rocker billy scene in the 90’s, where girls were all doing their own hair and make up and clothes to match that vintage aesthetic.
