Album booklet says it was recorded both at Record Plant LA and FC Walvisch Amsterdam. So, yes, most likely scenario it was written during the Fame Ball tour, demoed in July 2009 (she was in Amsterdam July 19-20) and then expanded and retooled for a few months until she finalised it in Los Angeles in September.
