Putin is badly hurting Russia in his psychotic war against Ukraine. This economic shock can ruin lives, and Putin is so selfish and such a war mongerer he won't care that he's hurting his own people in addition to Ukrainians. All my love to those of you in Ukraine and Russia right now.

As bad as it is, the sanctions are supposed to also hurt regular people. This way Russia's own people will build pressure on the government / Putin and his possy of oligarchs.

As painful as it will be for Russians, these sanctions are the best way to stop this madness.

The Russian people waking up and resisting this regime is the only way to end this war. Putin’s regime has to end. Make no mistake, Putin‘s reason to do all of this is to stay in power.
 

Democratic neighbors are a direct danger to his dictatorship, a flourishing democratic Ukraine is the biggest danger to his dictatorship.

If it ends quickly, the working class should be okay. It's the long term situation which is the issue...

It's the russian ruble currency in relation to the global anchor currency which is the US dollar. In that case it means for 1$ you get ~85 ruble. 
It's a bit misleading because the tweet says 'ruble is 30% down', but the graph is actually from a dollar perspective, so it's rising.

Currently it's per ₽9,800+ per $100 (CAD $126/ €89.09/ £74.58)

 

So not sure how bad it is for the locals there, since I am not too sure the cost of living there before and how it is affecting them after, even for big city like Moskau.
