Someone tell me I'm stupid if I'm wrong but I think Ukraine was a part of Russia in some way, either as held territory or actually part of the country, until the 90s. The Chernobyl incident happened in the 80s. It wasn't part of Russia, but Russia, Belarus and Ukraine were all part of URSS which was basically a Russian state.
