Many EU-countries have made local elections legal for Non-EU-citizens ages ago and every EU-citizen can vote no matter which country of the EU they live in on local elections and the EU-parliment as far as I know. If citizenship was affordable I'm sure many people who lived in the same country for a long time would get it and this wouldn't be a problem. Asking someone struggling to get citizenship how "the hell" they don't have it yet is rude in my book and ignorant to the facts -- proven by the fact that you didn't know that permanent resident status IS a green card, but sure, be passive aggressive with me for calling you out on being rude/wrong.
