According to leaks and rumors, she IS the villain for all intents and purposes, but they’re also doing major reshoots right now so who knows anymore. She's Marvel's most popular female character rn, so they're definitely not turning her into an outright villain (also, especially now that she is officially "the Scarlet Witch"). According to the leaks (pre-reshoots), she's going to be doing a lot of pretty atrocious stuff, so I hope that they can still make her redeemable after all of that.
