Also from a longevity perspective, I wouldn’t want to debut in stadiums and go to arenas or theaters for my second tour. People and press would run with that. But it totally makes sense that she is a person, a teenager, for whom this whole life as a pop star is brand new. Think about what you were doing at 18. People are nervous to public speak in their schools. Let her play to theatres before making her be the centre of attention in arenas with 15,000 to 18,000 expecting her to entertain them for two hours. Also, remember that Gaga started Fame Ball in CLUBS and she already had two number one singles. She is performing at The Met Philadelphia, the same venue I saw Madonna in 2019. Madonna performed 4 concerts in a row at that venue instead of one concert at the arena. Four times as much work for Madonna, but she preferred the atmosphere of a small venue, and I was glad she did. It really was wonderful. So good for Olivia. And good for those in attendance. That performance is from Wango Tango which is an annual music festival with a bunch of different artists. Britney's first two tours (the Baby One More Time Tour and the Crazy 2K Tour) were performed in a few theaters but primarily amphitheaters. She didn't perform in arenas as a headliner until the Oops I Did It Again Tour and even then, it was about half arenas and half amphitheaters. She didn't do a full, arena only tour, until the Dream Within a Dream Tour in support of her third album. Some examples of artists hitting arenas on their first tours are Madonna and Beyonce but both of those come with caveats: Madonna's first tour was in support of her second album (she didn't tour for her self-titled debut) so she had the commercial pull and amount of songs to do arenas immediately and Beyonce was already established as a member Destiny's Child and the Dangerously in Love Tour was restricted to the UK only.
