A lot of people care...
Of course it's being "entitled" in some way, but you can't blame at all people wanting this tour and looking forward to it when 
1) Chromatica is an amazing album
2) they announced the tour
3) they postponed it twice, showing that the plans were/are to eventually do it
4) people managed to get tickets when it's not easy at all to get them

I don't think the "normalize not having to tour every single album" applies here. That is in the case when the artist doesn't announce a tour or announces that they won't do a tour.

Part of me thinks maybe she does this simply because for some reason....it is expected. I don't get this weird need for fans to want a tour after every album. I agree just come out and say it but also think of the backlash and whining. That would make me feel hella guilty. Idk about her but it would affect me that way

Of course people can change their minds and I wouldn't force her to do something, but come on, this is not just a "quick decision" that was made. Things were decided, announced, organized, confirmed... all of this repeatedly over the span of more than a year.

If she doesn't want to do it, I understand the feeling of guilt indeed, but then it really depends as well on how much time already she would have decided not to do it. I mean, if that is the case, and if it has been a long time, then you just can't keep people in the dark for that long. 
If she doesn't want to do it, maybe she keeps off announcing it because of thinking that maybe she will come around, that's also a possibility and would be an explanation.

Still, there's still hope and after all we're just speculating, she could (hopefully) be still actually really wanting to do this tour and we're just imagining things and overanalyzing faces she makes just because we're waiting for the new dates. 

Regardless, if it's still on (which it officially is), it's weird nobody is being transparent with us and that the new dates haven't been announced yet. 
Her faces etc could also just mean that she knows BTS that something is going on, it doesn't necessarily mean that she doesn't want to do the tour. And that would explain why there's no new dates yet.
