During ARTPOP she was everywhere, most people probably saw/heard her on some award show/talent show, or doing a radio interview or a magazine cover that era. People will probably remember the seashell bikini, or some other particular look. With Chromatica, no one would even know it existed unless they specifically went to Spotify to listen to it.
