Yes, I guess it's easier for countries that had nothing to do with these kind of things, and if it doesn't risk causing political damage to them.

Yes! Usually the countries that recognize genocides are either the wealthier western democratic states, either  countries that were affected in the same way by the same oppressor.

These are the countries that recognize the Greek Genocide (obviously, Armenia does as it relates to their struggle, Cyprus due to its connection with Greece)

And these are the countries that recognize the Ukrainian genocide (naturally, the ex-sovietic states that moved on from Russia).

Wow, I didn't know that so many Arabic and Muslim countries supported the Uyghur's genocide. I also wonder what all of those who recognize it actually do to opposite that.

Most of those countries are authorian themselves and depend on Chinese investment and money. As you said, countries that are neutral are having a better time opposing the genocide (even if it's directed at a group they have a lot in common with).
