Their birth rates (especially China) hasent been that high in a long time, in fact in China its already below the population replacement rate while in India its still above but its a lot lower than it used to be. Their populations got really big several decades ago so its still large despite lower fertility

 

Also lower fertility from environment doesnt mean everyone cant have kids. Most ppl still would be able to. Most men for example if their sperm count takes a hit may have to try more times but if they really want a kid they still can.

 

Less fertile doesnt necessairily mean totally sterile for everyone
