Democrats didn’t make much of an effort to stop it though Biden voted against the initial interventions in the 90s, but fell in line after 9/11 and supported Bush's 2003 invasion of Iraq and the war in Afghanistan (in fact, in 2008 he said greater intervention was needed in Afghanistan while the Senate, then days later after taking office as VP said it was too much).
