She wouldn't get botox right before a movie shoot (after, well, that's another story). Gaga obviously uses various "plumpers" to a certain degree, but she takes her movie career very seriously. There's been A LOT of talk about Nicole Kidman, etc. (not just randos on twitter) and how her botox can be distracting...I'm sure Gaga is aware of it. My guess is it's just heavy make up and styling.
