I think this is more of a, "Puerto Rico has lower tax rates than California" thing. Also, I doubt Puerto Rico will be as punitive as California when it comes to unsafe parties/gatherings during the pandemic.

So it is absolutely impossible for you to forgive someone. That’s not good. If someone apologizes, shows regret, and takes many steps for the betterment of themselves, then you are only being bitter by not forgiving them.
