I believe there is an allotted budget for the inaugurations, as Trump was reported to have overspent for his. It probably depends on Gaga if she wanted a talent fee, but seeing how much of an honor it was for her to be there, it's possible she didn't ask for any. Michael Bearden said they put a lot of work into her performance and she had some of her own musicians join the inauguration band (her drummer) so it definitely would add up. Travel, hotel, food, staff costs, ect, ect. If you think she just put on a dress and showed up and sang then you're very naive. Tons of work go into these one off events. Especially for Gaga.
