Its not really for the US to decide. They can decide if they want to send athletes or not if it goes ahead, but ultimately the decision if it goes ahead lies with the IOC and the Japanese Government. The US can't do anything about it, only those in charge of the Olympic can

I think what most people can agree on is that its still a huge risk to have everyone there that needs to be there. Sport can go on behind closed doors (without fans) but to have athletes from around the globe and all the officals and referees as well as the organisers... its too risky. 

Japan just need to come to terms with it. Its really sad, but if they make a case with the IOC, they could host it in 2032. Or even try reshuffle it so 2024 goes to Tokyo, Paris becomes 2028, and LA in 2032. But Tokyo 2020+1 is unrealistic imo
