No, Democrats have an agenda. It may not be as progressive as we want it to be (though that has significantly changed post Bernie and AOC), but they do have one that tries to improve the lives of Americans. 
 

We can objectively point to reasons why our political system is in a perpetual gridlock. Their names are Joe Manchin and Kyrsten Sinema in this instance. 

Honestly I feel the best way this could go through is if Mark Kelly could talk some sense to Kyrsten to flip her position and then MAYBE Joe Manchin might be more pressured to change his position

Maryland doesn't want it, Maryland seeded it to the federal government a long time ago and there's no support within maryland for them to re-appropriate it.

Joe Manchin might use it as a last minute retirement gift, even if a Republican replaced him in the senate, two DC senators would negate that.

At this point, I really don’t see a reason not to? I mean it has its own laws separate from Maryland so.....

This bill would be struck down as unconstitutional in the Republican-controlled Supreme Court due to the conflicts with the 23rd Amendment
