Artists have a hard time following their debut with an album that lived up to the standards of it. Sometimes they managed to make even better albums, while others had no such luck. The latter was known as the "sophomore slump". This past century our Main Pop Girls broke the curse with their successful second release:

You either loved or hated them, but they sure turned out to be the most divisive among fan bases and music lovers, many even calling it their "flop" era.

Of course it will sell less then 25. Streaming changed sales numbers too much since then. Some crazy people will make it out to be a flop by her standards. But she will still steamroll anyone in her way. Kind of when people tried to make taylor's lover into a flop. 
Rolling in the deep is also a faster song. And still one of her best.

It will be considered an underperformance regardless of how well it does because she won’t surpass the peak of 21/25

Edit: Also Avril Lavigne's Goodbye Lullaby even though I think it's better than Best Damn Thing. NSYNC and Fifth Harmony didn't even make a fourth album, Rihanna's Rated R was considered a "flop" based on Good Girl's standards but still successful (same with ARTPOP I guess), Justin Timberlake's Man of The Woods if you count 20/20 as one project. I took these from a reddit post but are kinda true.

yes, first single will be unnoticed and her label will cancel the album right away. whitin two weeks she will be broke and homeless. singing only at ikea openings and garage flewmarkets. cruel world.

Note that Ed Sheeran's comeback was unnoticed, even though it's not a lead single :ohwell:

The only way I see her new album flopping is if the lead single is really, reallyreally bad, like, I Be Flossin bad.

rated r and queen are better examples

but yeah, adele will avoid it, same as mariah and taylor

I think it won't do as well as 21/25 but it will probably still end up being the best selling album of 2021.
