Bar that first opening statement, you can tell the speach was not written by him: the use of long sentences, the lack of possitive adjectives, etc. It really feels like he was cornered into reading it either by fear of the 25th being used or a 2nd impeachment or maybe even by fear of loosing his twitter acount permanently, because who knows what's more important in his head.
