Masks are mostly not mandatory in The Cayman Islands, there are only 26 COVID cases  and latest ones are travellers. That girl probably was inside prison where masks are mandatory or she has to wear it because she is a traveller. 

They try to protect Cayman Islands from Covid so people can live normal life and it seems they are quite effective so it shouldn't be surprising that person who potentially could spread the coronavirus is punished this way.

Honestly, foreign countries have a right to enforce their own laws; if people don't like them, they don't have to travel there and willingly break the law. I have no tears to spare for her.
