Good question, I have no idea. Surely they are, pretty sure you can't use a celebrity's "likeness" (in this case I'm using this term VERY loosely) without paying them.

and in every artist or celebrity there's a plaque with their name, picture and description next to the figure -

so I guess it's pretty confirmed that indeed they are, and some of them even attend their figure's reveal 

I'm sure they're okay with however they turn out lol
