Totally agree that at the start of her career, Gaga really stayed clear of the “california sun kissed average babe”, as you say. 

I would say the same about Madonna. She never fell into that category. Her image has from the start been rooted in exuding sexuality but with strength, assuredness and independence. 

This are from 83-85, and kind of show what I mean:

I would say that a perfect example of what you mean there would be Katy, for example. Her image always lacked maturity, at least for me.

Madonna's image at the start of her career was very much of her own making. The skin-tight lace tights, lots of bangles and studded bracelets, the lace gloves. All of that was basically her making use of whatever she could afford at the time to build her 'pop star' image.

Look at this clip from a contest about choosing the best Madonna wannabes, where one of the panelist was the actual Andy Warhol:

She wasn't really following an image of what was cool, but actually setting it.

You have Cher or Debbie Harry before her, which were her predecessors, but Madonna kind of created this image around female strength, sexual power, authenticity, and confidence, embodying the zeitgeist of the modern pop star and setting the blueprint. Britney, Taylor, Katy, all of them in a way or another borrow from her.

Madonna was MASSIVE in the 80s. I know we like to poke fun at her now but her cultural impact when she was at her peak was huge. Female pop as we know it today would not exist without her. Billie and Ariana should not even be mentioned in the same sentence.
