Elections are done at the state level, and elections are handled on the state level by counties. This separation allows for greater transparency as well as accountability, because the people running elections are also in that county themselves. As far as reporting the numbers, some places do report all at once but it's easier to get the votes in piece by piece as they're counted then to sit on all of them.
