The goal is to excerce a threatened right that can cost you your life cause if you don't make it a normal okay/ accepted thing it disapears. I disagree, to me government has to show the example when it comes to show you're free to do so to then send the message fully and not let others ( mayors doing it in their town, drawers etc ) take the actual risk alone. Imo a support from far away isn't enough seing 40% of teachers said they censored themselves on different subjects including free speech. Muslims are okay with allowing mockery of Islam even if they dont like it. But when the president himself promotes these drawings, it becomes an issue to Muslims. French "moderate" muslims on twitter are more shoked by a stupid drawing than by an atrocious crime and they say this crime is kinda justified, because they live in the fear of their religion and think everybody should be took in their crazy bigotery. A part of muslims in France, mostly the young ones (I'm teacher myself in France) don't even understand what freedom of speech is and they tend to forget what a secular democracy is, it's frightening... Their religious laws pass before the law of the country and it's very problematic... So we have to confirm our position as a free country. Thankfully twitter is not the mirror of the truth, but I was kinda scared when I saw turkish flags everywhere (to support Erdogan's hate speech) in a normally "quiet" neighborhood after the murder and how students talk about it.
