I think the important thing here is that Katy is also trying to spread the message of the importance of voting. She saw Gaga's video and probably thought it is a super clever way to get followers who haven't voted yet to get out there and do it. I mean, we have nothing to do with their personal lives, but people will speculate no matter what. For now, it seems that Katy is trying hard to get Gaga's attention.
