she should be, eligibility period is September 27, 2019 through September 24, 2020 it will be probably fan voted like last year.

I hope she will perform there. Event is on November 22 and it is shortly before Grammy's final-round voting so it could be good for her to sing there.

Gaga’s last win was in 2017 (Favourite Female Pop/Rock Artist). She should score some nominations and hopefully she will perform. She performed The Cure live from the Joanne World Tour in 2017 and Million Reasons in 2016!
