She doesn't become VP in that case. She only becomes President, if they both go before a new VP is chosen. I'm... actually not sure how a new VP would be chosen, but the most recent precedent was Nixon elevating Ford to VP after Agnew resigned (and before Nixon himself resigned). At the time, Ford was the House Minority Leader. Nixon nominated him as VP, and the Senate confirmed him. Presumably President Pence would nominate someone, if there was time.
