Edited to add: To be clear, I think she has a good sense of humor about it. Like "lol that was sorta goofy of me" and not "I am angry and mortified to be reminded of this" so it's not like a nasty drag, just having some silliness with old stuff

The way I see it, not only did she have to make Joanne to make Chromatica, but she had to make Chromatica to get her to whatever is next. 2015 - 2018 was the messy "acknowledging there's a problem" phase, 2018 - 2020 was the working on it phase. However, this year has been so so horrible. Next era, not only do I hope she's in a much much better place than now but I hope that's true for all of us. 

I don't really think that can be said about Miley who is focused on exploring different sounds and aesthetics in relatively shallow but nonetheless fun ways.

The only “receipts” people have of her dragging Joanne was that it didn’t fix her dad. She didn’t drag it all, stop being so overly dramatic all the time.

She’s never dragged TFM, BTW, TF, or Joanne. She dragged AP a little but I think that was more to her depression at the time and even that wasn’t bad so much as saying the experience was bad

While I do think she's made a lot of progress over the last couple years like I said, I just don't think anyone with a bleeding heart will look back on 2020 and think "actually, I was mentally prepared for a pandemic and massive social upheaval!" Even if the pandemic helped her realize she's better equipped to handle calamity now, I want to believe whatever comes next will be even better cause we've been through a llllllllot.

First of all, she didn't trash ARTPOP or Joanne. She's not Miley Cyrus The only thing she did was make a joke that this fanbase took on a personal level as her "dragging the album" As for Joanne, she only said caused her a deep depression because she couldn't heal her dad, but she didn't disregard the album either.
