I also think the irony of the slogan "life's good" while there's chaos and death scattered on the road is somewhat intentional, or at least works well. Never took me out of the scene at all. Ads like this are all around in real life and her unconscious mind was putting together everything she saw in her last moments before going unconscious, including the billboard.
