This is normal and US law gives candidates authority to do this once they have received the party's official nomination during the convention. The team is responsible for preparing the handover of power (fingers crossed) from Trump to Biden come January 20 so that the new president can hit the ground running with policies, executive orders, cabinet appointments etc. Trump's transition was notably chaotic. A good number of Obama's transition team then find positions within his administration. Pete Buttigieg, who dropped out of the 2020 presidential race upon Obama's request on the implication that Biden would give Pete a position in the Biden Administration, has been given a position on the transition team. Details of other board members and chairmen below spoiler. Other notable names are Susan Rice and Michelle Lujan Grisham. Spoiler Other advisory board members are: Susan Rice, former national security adviser; Vivek Murthy, the US surgeon general under former President Barack Obama who has advised Biden's campaign on policy and campaign tactics amid the coronavirus pandemic; Sally Yates, the former deputy attorney general; Tony Allen, the president of the historically Black Delaware State University; Jared Bernstein, veteran Biden economic adviser; Leslie Caldwell, former assistant attorney general; Mark Gitenstein, former US ambassador to Romania; Cecilia Martinez, environmentalist; Bob McDonald, former Veterans Affairs secretary; Minyon Moore, veteran Democratic operative; Teresa Romero of the United Farm Workers; Lonnie Stephenson of the International Brotherhood of Electrical Workers; Cathy Russell, a former Jill Biden chief of staff who Obama named to a new position--ambassador-at-large for Global Women's Issues; and Felicia Wong, the president of the Roosevelt Institute. And the chairmen are Ted Kaufman, former Delaware Sen; Jeffrey Zients, the top Obama economic adviser who was tasked with rescuing the floundering HealthCare.gov website; Michelle Lujan Grisham, New Mexico Gov. who Biden considered for the vice presidential nomination; Cedric Richmond, Louisiana Rep. and a top Biden surrogate and national co-chair of his campaign; and Anita Dunn, a senior campaign adviser. Everyone makes him sound like a borderline Republican Sure he wasn't as progressive as most other major candidates in the DNC but his general tax plans and stances were still relatively liberal. Obama allegedly 'always supported' it but was going to wait and test waters before publicly endorsing gay marriage.
