Katy Perry sort of latched on to that style and it helped her rise. Gaga figured out she needed to reinvent herself to continue her rise - and ASIB is a result of that. Katy also was never as talented as Gaga so there is that too, but in general she failed to change with the times. I too wish Gaga went back to her old self sometimes and wished Chromatica was going to be BTW 2, but it wasn’t and that is OK because she’s a different person and the majority of her fans are now too. She’s always been very safe with her production and lyrics. Her first album will always remain her best work due to its brilliant lyrics and raw sound.
