China is a totalitarian state that also has more funds (compared to India), they can easily control their populace with a centralized plan & they have decent healthcare. India is a corrupt and poor economically liberal democracy (aka poor & uneducated people doing whatever they want with poorly chosen decisions in a densely populated region) with poor infrastructure (lack of sanitation) and government services (inadequate healthcare).
