President of US controls EVERYTHING. 20 years ago bombs were dropping to middle east by decision of the US president, Europe has Greece-Turkey on their knees because Erdogan happens to be besties with Trump and the 2 countries share membership to NATO, Russia for the first time in many years walks side by side with US because of the "white supremacy/destroy all that is different dogma" their leaders lean on.
