Miley's performance from 2013 VMAs was something terrible, but she changed since that time. For me she has the most original voice I have ever heard, so country style and also so rock style. Why you actually think that Miley wants to comparing with Gaga? I'm sure she doesn't, she just wants to release new music and why not now?
