I think it depends on the artist. For example, if Gaga or Madonna used religious imagery in a music video in a scandalous way, it might be a bit controversial but if someone like Dua Lipa or Taylor Swift did it, it would make headlines. The standards are different.

What is controversial itself for pop stars is usually some combination of nudity, religion, politics, and excessive blood/violence in their art.

We've been saying for years that the explicit way pop is going, it's only a matter of time before it's full-frontal nudity and literal sex on stage. That's always the ultimate taboo. Incorporating violence into your work has always been a source of outrage across all genres and is one of the few things that can get an artist's video restricted on YouTube these days.

But we can only think of being shocked when it comes to taboos. Perhaps we can be shocked when a normally very restrained artist does something even remotely risque? Case in point, Lana Del Rey. She never shows off her body extensively and always covers herself but when when she sang Cherry on tour, she would do a slow grind to the ground while wearing a skirt and even though you could hardly see anything and that was as raunchy as it got, the crowd would always go wild when she did it. If you have that much natural sex appeal, you can have that power to move people over the smallest things.
