Yes, the health concerns are the same but the conscientiousness of those being risky needs to be considered. There wasn't a surge in cases after hundreds of thousands protested for BLM. I think it's safe to assume that people considerate enough to wear masks (and risk their life to save anothers) are also engaging in other preventative hygiene procedures. The areas of the US where covid deniers, or just plain selfish people, went about like nothing was going on, are being devastated like it's NYC in March all over again. I think it's safe to assume that people who deny that there even is a virus, tend to also engage in belligerently irresponsible behavior that shows absolutely no concern for others, nor have a real understanding of the consequences of their actions. One group is a big bull charging in a china shop. One group is a big bull sucking in their gut, top-toeing through the aisles, trying to be as undisruptive as possible.
