Not true. CGI can do wonders when done right. If she uses 10 dancers they don't need to be all together. She won't even need her whole team because she proved during that Paper Livestream that she can do her makeup and lay that wig better or in the same level her team do. Or she can just do one where she's alone dancing a la TEOG. Better than nothing I guess? Thing is, there's so much Gaga can make. Most artists are doing stuff and Gaga is not even on social media.
