Why can Beyonce not promote an album but Gaga "has to?"

Because Beyonce is a streaming-power and Gaga is not?

Because Beyonce keep pushing singles and videos during her eras and with Gaga is sometimes... questionable

If you bought the album, then you got what you paid for: an album 

if you bought merch, then you got what you paid for: merch

if you bought a concert ticket: then you got what you paid for: a concert. (Unless the concert got cancelled, then you got your money back)

we don’t buy music videos or tv performances or interviews or promo, though.  Things like that were given to us and we should be grateful we got what we got.
