No, duration isn't an issue when it's cultural; that shows it had reach. You're confusing "cultural" with "monumental". If it's cultural it saturates depths of the culture so multiple people are aware of it, thereby influencing the culture. Miley didn't perform On A Roll at Glastonbury to an elated crowd just because it was a light meme.
