That means people are coming back to re-listen to this song the most - they're favoriting it and adding it to their personal playlists, etc. I've played this album and it's songs for a many, many of my friends (who are casual fans) and they all LOVED 911. It's always the song that makes people stop what they're doing and take notice. The amazing production and Gaga's campy robotic vocals grab you from the start. In almost every critical review, 911 is cited as a standout track. And for those who are saying it wouldn't sound good on the radio - you're so, so, so wrong.
