They do count because Say So was heard by 100m "audiences" this week. If next week 110m "audiences" hear it, then it's 110 = 100+10 million. This only applies the FIRST week for songs released on a Friday. Say So has been out for months, it counts. Every radio update counts either way, let's not make it more difficult that it is.
