Anyway not all types of bailouts have to be cash gone forever from the government. Often bailouts are actually just loans that have to get paid back or the Government buying shares to prop up the company which the governemnt can sell back once things stabalize (often at a profit) Contrary to the common belief and language people use that tax payers just give a bunch of money to Corporations during bailouts in the form of grants that's not necessarily always true. The money usually gets paid back later However it depends how it's done. If the the Government does the bailout package with a lot of grants, or loans too much money to Corporations that may still go bankrupt anyway, a lot of the money may not be recovered So it depends largely how it's done. I don't know exactly how Trump is doing it. Here in Canada the bailouts for large companies are mostly just low interest loans that have to get paid back.
