Sales are just a form of advertising. The actual money made off the album is done when retailers purchase them to sell in their stores. So from there Target does the exclusive as one means to encourage people to shop with them and possibly pick up other items while there and the sale when they release is a way to further incentivize customers to shop with them. Essentially Interscope already made their money off the albums and now Target is doing what they think will encourage the most money to come back to them. They count on you going to them for the exclusive, the sale and then picking up some other things while you're at the store or online - maybe headphones, some snacks, household necessities, etc.

I think it's the black one, since they updated the mockup recently with this cover, while the previous mockup was the silver one. It's most likely intentional!

It's actually a standard promo tactic for both the album and Target themselves. They do it for pretty much every single Target exclusive and do it for a lot of other albums that are on first week of release. Sales are good it means the item is good enough to use as a means to get people into a store to spend even more money - clearance is the [sometimes] bad one. The albums have already been paid for in their full by Target before they are sold in stores and sold to us. Target pays Interscope for the album [Usually at a bit more than half of the cost of what Target then sells it for] and then we pay Target for the album. Not to mention the fact that Target has to pay a lot of money to Interscope for their store to receive exclusive rights for a product.
