If the FBI is doing this, just imagine how powerful the CIA is and what they are capable of doing even without approval of congress or the President. They know they're under a microscope (not to mention the FBI is made up of thousands of workers) I don't think they would do any of this if they didn't have sufficient cause or evidence. The FBI can't disclose A LOT of things that the public just doesn't know about.
