Unfortunately, especially for the Jewish community, there are unintended consequences with statements like this. The Jewish community is often blamed for problems and are targets of attacks. 

The mayor simply putting out a statement about the "Jewish community" (when there are several types of Jewish groups in NYC) could give agency to certain hateful individuals to go after this group. 

From what I read, this is about the Hasidic Jewish community in particular. I'm sure simply announcing these orders or enforcing them would have been fine without putting a target on a group's back.

Would there be an uproar if he singled out Catholics if thousands of Catholics gathered to some priest's funeral? Of course not. "Minority" + "not praise" does NOT automatically mean oppression. This is so tiresome.

I would say OP is just as bad as Faux News (if they were a news station), but CNN is more into outrage culture nowadays.
