Ha Noi's Chairman encourages his citizens to stop consuming dog/cat meat.

During the covid-19 pandemic, the chairman of Ha Noi city has addressed the potential of increasing COVID-19 by consuming domestic meat such as cat's or dog's. As reported, he said: "I encourage our citizens to stop eating dog meats as well exotic animal's".

Before that, in 2018, Ha Noi city has planned to stop selling and consuming dog meat. As these areas are populated with tourists, the ban should be enforced first. 

Moreover, recently, eating domestic pets' meat has faced negative stigma from the majority Vietnamese youngsters in big cities. Some even stressed that consuming dog meat is not a culture rather than a bad habit. 

EDIT: Some of you are asking why only "encourage" ?

Here's my opinion and the reality:

We are in fact a very poor country, not to mention our politic system is flawed. It's very difficult for something new to go through on paper and have enough resources to be enforced. I'm happy that some of you are living the best conditions but have some sympathy especially you do not have the same battle like us.

Dog meat has been ingrained as a norm in many rural areas or for older generation, which requires a lot of education for people to alter that mindset. We in fact do not have resources to do so. Children here do not even finish secondary school due to poverty, dog meat's education shall be their last thing to spend on. And what is the point of jailing or fining people when they do not even realize what is the real problem. To make them even resentful toward the ban and start to riot? Encouragement is the best thing for now.

*Not-so-fun-fact: The village I was born in has the percentage of graduation of 0 in 2018.

English is not my first language, it's really difficult to fully translate vietnamese into a proper english article with my level. Please forgive me.

But the point is:

It's difficult to persuade old generation regarding what's right and not. The best thing is soft measurement, and the majority of people here do want to ban dog meat.

Anyway, new cases in vietnam has decreased to 0 for the past seven days, and there has not been a single fatal case in our country, which said a lot regarding the mindset of people here whether they should or should not consume domestic pet meat during these time.

If Vietnam was truly serious about banning the trade of dog and cat meat, they would introduce fines and other penalties like jail time.

How many arrests or fines have been made? How many arrests or fines will be made?

NONE!!!

This is why all these “we’re gonna crackdown” announcements are just empty PR.

NONE!!!

This is why all these “we’re gonna crackdown” announcements are just empty PR.

It’s not like the government have any resources to stop everything at once like western countries, mind you that we are only independent like less than 80 years. I hope they will at some point. But if younger generations are hesitant with dog meat then the demand therefore becomes fewer. Why are you so mean. Lmao.

Why are you disregarding the culture, history, political structure of a nation?

The majority of Vietnamese do not consume dog or cat, but dishes containing them are considered traditional dishes for the older generation in Northen regions.

If it's so black and white, shouldn't gun be banned in America considered the majority want it to happen?

And yes, there are crackdowns happened that forced dog meat markets to close.

Mind you he's translating word for word so the meaning is lost in translation, I would said it more of a "guideline" than an "encouragement", and there are reasons for that:

- We do not have law banning all dog and cat meat consumption, as for now, so no one can force you to stop eating them.

- Tradition: They are traditional dishes, and tradition is a very sensitive subject and take a lot of effort to change, even if it's dated and wrong. For example: Italian's Bull fighting, America gun laws, UK Goose Pate.

Here are some other things more than an "encouragement" tho:

- Animal rights become a movement among younger generations leading to laws banning animal fightings, festivals related to animal fighting for entertainment.

- Dog meat consumption drastically reduced, with multiple giant dog meat markets closed down and we do currently discussing law to reduce and then completely ban cat and dog consumption.

This thread, I assume, is a respond to the cat paste thread, which is fake btw. It is very easy to jump from this to Vietnamese/Asians are uneducated savages :madge:

I didn’t mean to say we’re all uneducated savage and I couldn’t careless about impressing a westerner but the reality children grown up in rural area like me, who mostly do not have sufficient education, take their parents’s words for granted. Once they’re ingrained in your head as norm, you perceive morals differently 

Our governors as well as younger generation in bigger cities has shifted priorities to animal’s rights. However, sadly the “dog meat” problem mainly lies in rural areas. The governors need to take action to educate people here first before anything else. And they don’t have the resources to do so or even that’s not priority now. (The last thing people in remote areas like mine care about is a cat’s life). This is not a western country problem. rural people cannot afford to care about animal rights right now.
 

It’s like we went from a western perspective to a urban Vietnamese to a rural one. For me, it’s all about sympathy at this point. Things are going to get better if we are all patient and not pointing at each other.
