I think Joanne was a very different album that was mature and appealed to a different audience though, so singles don't really affect it per se - its a body of work that is respected. With dance pop albums, a strong lead will entice people to buy. They hear the song and then want to purchase the rest of the album. Unfortunately or frotunately depending on how the label looked at SL's potential Gaga had a misccue. However, the plan was for ROM to come 3/4 week after SL. They obviously see ROM as the song that will make people want to invest in the album. you have to remember Joanne album relied on: Performances + Amazon deal + 2 strong promo single releases + SNL + Carpool Karaoke + Compacted 6 week roll out that plays to a frontloaded artist's strength (Chromatica was getting the same but rona) + 2016 Fall release. What Gaga needs to do now is pick a date and go ham for the next 4/3 weeks with the best promo she can do, and hope that releasing a dance pop album end of spring/summer, will compliment it to the degree that it did with Joanne. With 3 stadium dates alone, Gaga could draw in like 1/3 of Witness US dates total attendance.
