Her old albums were certified as soon as they reached the certification requirement in pure sales and we know her singles didn't perform that excellent to add significant units. On the other hand, Katy's Teenage Dream is currently at 3M but is eligible to a whopping 8M thanks to the singles And PRISM to like 4M instead of 2M.
